A transit janitor from San Francisco was caught not working for hours in the closet, made more than RM1million ($250,000) in a year.
The janitor, identified as Liang Zhao Zheng cleaned San Francisco’s Powell Street station in 2015 and made RM257,304.
Zhang made an extra RM700,00 in overtime, according to public records released by Transparent California. An investigation by KTVU stated that it brought his total pay and benefits to RM1,204,454 in that year.
Zhang worked everyday and had worked overtime in most days in 2015 according to his timecard data.
The station stated that Zheng was being paid for working 18 days straight for 17-hours per day in July 2015 by BART.
In order to get paid for 365 days that year, he sacrificed some of his paid leaves and holidays.
According to BART’s surveillance video, it showed that Zhang was working and completing his usual daily tasks, however it appeared that he also disappeared inside a storage room for hours at a time over a two-day period.
Zhang went into the room twice, for 54 minutes and 90 minutes on the first day. Whilst on the second day, he appeared to have spent his afternoon in the room for 90 minutes, and his evening for 78 minutes.
In spite of making more than RM3,130,552 between 2012 and 2015, Zhang’s time cards had never been investigated by BART.
‘It’s absolutely outrageous,’ said Robert Fellner to KTVU with Transparent California. ‘For Janitors that’s obscene! It’s unconscionable!’
Roy Aguilera, BART’s Chief Transportation Officer stated that there was a reason behind it.
It was possible for Zhang to work that many hours as he always accepts extra work and never declines the overtime hours offered, Aguilera told KTVU.
Aguilera also stated that the janitorial staff spends a good deal of their time cleaning up urine, faeces, and needles as a large homeless population spend their time in Powell Street station.
Aguilera told KTVU, ‘People are not raising their hands and saying, “I want some of that overtime.” Mr. Zhang has said yes, he’s worked hard, he’s completed his assignments, so I stand by the work he’s done,’
Zhang failed to punch in or out 3 times to prove his hours over a two month-period.
Grace Crunican, BART’s General Manager stated that she wasn’t informed about the disparities.
“Well this piece is news to me, yes that would be concerning if we had an examination with the supervisor and there wasn’t a good reason for that.”
Crunican stated that she does not believe Zhang’s high pay and time sheet permits an audit, based on the information she’s seen.
She stated that the company had increased the staffing two years in a row, as well as reduced the over time this past year. ‘ We’ve reduced the number of hours for overtime.’
KTVU’s investigation stated that another 49 BART janitors were not inspected or audited by the company, despite earning more than RM 443,900 in 2015.
Even after the investigation, no future audit will be considered, according to Alicia Trost, the agency’s spokesperson, via e-mail.
According to BART administration, Zhang’s supervisor approved all of his timesheet and overtime and they insist thats he’s one of their employees.
